A definition that actually helps
Semi-formal attire means dressed for an occasion, one step short of cocktail. Dress codes stack, and semi-formal is the middle rung — which makes it the easiest to miss in either direction.
Above it: cocktail (adds sheen and a heel), then formal or black tie optional (adds floor-length as an option and a tuxedo as an option), then black tie (requires floor-length and a tuxedo).
Below it: dressy casual (loosens fabric and footwear substantially; a nice sundress with sandals), then casual (which at a wedding still excludes denim and athletic wear).

Season. Summer semi-formal permits brighter colour, lighter fabric and a maxi; winter semi-formal wants heavier fabric, sleeves and a layer, which coincidentally pushes toward the dressier end.
The host. A corporate semi-formal event skews conservative. A family wedding skews warmer and more colourful. A milestone birthday skews toward the dressier, more festive end.
When these signals disagree, the venue and the hour win, because they determine the light you will be photographed in.
What to do if you own a cocktail dress and nothing else
A very common situation, and it resolves easily.
A cocktail dress at a semi-formal event is slightly over-dressed but never wrong. The fix is not the dress; it is the styling. Swap the heel for a block heel or a dressy flat. Replace metallic or beaded accessories with matte leather. Add a cardigan, a soft blazer or a wrap in a daytime colour. A satin slip dress with a fine-knit cardigan and flat sandals is semi-formal; the same dress with a stiletto and a beaded clutch is cocktail.
The reverse — making a semi-formal dress work for cocktail — is harder, because you cannot add sheen to a matte fabric. But you can add it around the dress: a metallic heel, a beaded bag, statement earrings, and a bolder lip or hair move a crepe midi most of the way up the rung.
A short checklist you can use in the shop
If you are standing in front of a rail deciding whether something is semi-formal, four questions settle it.
